Towanda Elementary School Constitution
Article I - Name
The name of the organization shall be the Towanda Elementary School Student Council.
The purpose of the Council shall be to:
1. Strive for good citizenship
2. Respect all individuals in the school and community.
3. Involve students in sharing ideas to help make our school the best it can be
4. Help all students work together for our school.
5. Give all students in grades 4th through 6th practice in the democracy in action.
The members of the Council shall be the representatives elected by their classmates.
Section Three: Qualifications of Representatives
A student who wishes to be a candidate for the Council shall:
1. Be a good citizen with a good citizenship record.
2. Be a hard working student with grades of C or better.
3. Relate well to others.
4. Be interested in being a representative.
5. Be a student at Towanda Elementary School for one full semester.
Each class in grades 4th through 6th shall nominate two or more candidates for election of class representative.
Elections of Council representative shall take place in the classroom in grades 4th through 6th in September of each school year. The students receiving the highest two votes shall be declared representatives. The student receiving the third highest vote shall serve as alternate, and shall take over if a representative is unable to complete his or her term.
Section Six : Powers and Duties
Each representative shall be responsible for performing the duties of the representative as listed in the Representative’s Handbook.
Section Seven: Term of Office
The term of office shall be for one school year, beginning in September and ending in May.
Section Eight :
Any officer or representative may be removed from office by the majority vote of the Council for poor attendance at council meetings, failure to perform duties, or failure to follow school rules or class rules.
Section Nine:
The principal shall be the final authority over all actions of the Council.
Section One: Officers
The officers shall be the president, the vice-president, secretary and treasurer.
Section Two: Nominations
Two or more candidates for each office of President, vice-president, secretary, and treasurer shall be nominated from the 6th grade. Nominations shall take place according to procedures approved by the principal and the advisor.
Section Three : Elections
The elections of officers shall take place in September and shall follow the procedures approved by the principal and the advisor.
Section Four: Powers and Duties
The officers shall have the powers and duties that are listed for each office in the Officer’s Handbook, and such other powers and duties as may be approved by the principal or the advisor.
Section Five: Term of Office
The term of office of all officers shall be one school year, beginning in September and ending in May.
The advisor shall be a member of the school staff who shall be responsible for fulfilling the duties and responsibilities of an advisor as described in the American Student Council Association Advisor’s Handbook.
The principal shall have final authority over all Council activities.
Standing committees shall include the Executive Committee, and the Welcoming Committee
A. The Executive Committee shall be the officers, the advisor, and the principal. No meeting of the executive committee shall take place without either the advisor or the principal in attendance.
B. The Welcoming committee shall consist of one representative from each grade in grades 4th through 6th. Members shall be responsible for serving as friendly hosts or hostesses to new students and to visitors to the school
Special committees may be appointed by the president to plan and carry out activities approved by the Student Council and the principal.
Section One: Council Meetings
Council meetings shall take place on third Friday of each month unless the meeting date conflicts with other school activities in which case an alternate date will be chosen and the members will be notified a week in advance. An agenda will be prepared and given to each council member at each meeting.
Section Two: Class Meetings
Class meetings shall be conducted by each representative at least one week before and within one week after each Student Council meeting.
Section One: Each representative has one vote.
Section Two: All motions require a majority vote of members of the Student Council in order to pass.
Section Three: Roberts Rules of Order, Newly Revised, shall be the authority on any question of parliamentary procedure.
Section Four: No action of the council becomes official until approved by the principal and the advisor.
This constitution may be amended by a two thirds vote of the Council.
